Dubai has approved its largest multi-year budget cycle, with planned expenditure of Dhs302.7 billion and projected revenues of Dhs29.2 billion for 2026–2028. The 2026 budget alone is set at Dhs99.5 billion, focusing on development initiatives aligned with the Dubai Plan 2033 and Dubai Economic Agenda D33. Announced by Dubai Ruler Sheikh Mohammed bin Rashid Al Maktoum, the plan aims to drive sustainable economic growth and boost investment in key sectors such as digital transformation, space research, and artificial intelligence. The Department of Finance expects the budget cycle to generate an operating surplus of up to 5% of Dubai’s 2026 GDP.
